Navigating civic services in Noida requires understanding a unique administrative structure. Because Noida is an Industrial Development Authority rather than a standard Municipal Corporation, residents do not use state-wide portals like E-Nagar Sewa. Instead, the Noida Authority operates its own digital ecosystem for property management, utility billing, and citizen grievances. Understanding Property and Lease Rent

Unlike standard cities, Noida residents do not pay a traditional “Property Tax.” Because the land is leased by the Authority, residents pay an annual Lease Rent. Payments and property transfers (Mutation) are managed through the Noida Authority Property Management System (PMS).

To pay your Lease Rent, you must log into the portal to generate an online challan before completing the transaction. For property mutation (Transfer of Memorandum), the Authority requires a specific set of physical and digital documents. This includes an application on plain paper, the original Allotment or Transfer letter, a No Dues Certificate from the Accounts Department, and an executed Transfer Deed. For transfers within blood relations, the deed must be executed within 60 days of official approval.

Birth and Death Certificate Registration

The Noida Authority does not issue birth or death certificates. These essential documents are processed through the central government’s Civil Registration System (CRS) and the Chief Medical Officer (CMO) at the District Hospital in Sector 39.

For a birth certificate, parents must apply within 21 days of the event, providing the original hospital discharge slip and Aadhaar cards of both parents. If the registration is delayed between 30 days and one year, the process requires an affidavit on a ₹10 stamp paper, notary validation, and a late fee. Death certificate applications mandate a medical cause of death certificate from the attending doctor or hospital, alongside the identity proofs of both the deceased and the applicant.

Water and Sewerage Connections

Water supply and billing in the city are handled directly by the Noida Authority Jal/Sewer Division. Residents applying for a new connection must submit the prescribed application form to the Jal division corresponding to their sector.

The fee structure for a new connection includes a one-time connection charge and a refundable security deposit. These rates are not flat; they vary depending on the size of the residential plot and the specific sector location.
