The Union Cabinet approved the Container Manufacturing Promotion Scheme (CMPS) on October 28, 2026, with a budgetary allocation of ₹10,000 crore to expand domestic shipping container manufacturing in India.
The scheme, announced in the Union Budget 2026-27, will support new manufacturing facilities and the expansion of existing units. Its stated objectives include reducing dependence on imported containers and strengthening India’s logistics and maritime supply chains.
According to the Ministry of Ports, Shipping and Waterways, the scheme will operate from financial year 2027-28 to 2039-40, with a three-year facility setup period and ten years of production support.
What Is the Container Manufacturing Promotion Scheme?
The Container Manufacturing Promotion Scheme is a government-approved programme intended to increase India’s capacity to manufacture standardised shipping containers.
These containers are used to transport goods by ship, rail and road without repeatedly unloading and repacking the cargo.
The government aims to increase annual domestic manufacturing capacity from approximately 70,000 twenty-foot equivalent units (TEUs) to 7.5 lakh TEUs, an increase of around ten times.
A TEU is a standard measure based on a 20-foot shipping container. A 40-foot container generally represents two TEUs.
The 7.5 lakh TEU figure is a capacity target, not the number of containers currently being manufactured.
How Will the ₹10,000 Crore Scheme Work?
The government has outlined financial assistance for eligible container manufacturers through several components.
- Interest assistance: ₹859 crore has been allocated to provide 3% annual interest support on eligible term loans for new manufacturing facilities and the expansion of existing units.
- Production-related assistance: ₹8,891 crore has been allocated to support eligible manufacturers producing and selling containers that meet global shipping standards.
- Testing and certification: ₹150 crore has been allocated to support testing infrastructure and common certification facilities.
- Scheme administration: The Ministry has also identified ₹100 crore for administration, monitoring and capacity building.
The government has additionally outlined land-leasing support at major ports, subject to the applicable scheme conditions.
Financial assistance will depend on eligibility requirements, approved guidelines and the conditions applicable to each component.
Who Could Benefit From the Scheme?
The scheme is primarily intended for eligible companies establishing or expanding shipping container manufacturing facilities.
The government has also identified potential opportunities for supporting industries, including manufacturers of specialised steel, container corner castings, wooden components and industrial paints.
For manufacturing businesses, the important questions will be whether they meet the scheme’s eligibility conditions, manufacturing standards and minimum capacity requirements.
Approval of the scheme does not mean every manufacturing company can immediately claim financial assistance.
How Many Jobs Could Be Created?
The government estimates that the scheme could generate approximately 3,000 direct jobs and more than 50,000 indirect jobs.
Indirect employment could arise through supporting industries and logistics-related activities.
These are projected employment figures. They should not be interpreted as jobs already created or vacancies currently open for recruitment.
Why Does Domestic Container Manufacturing Matter?
Shipping containers are essential to international trade because they allow goods to move between ships, trains and trucks using standardised equipment.
Greater domestic manufacturing capacity could reduce reliance on overseas suppliers and provide Indian logistics companies with another source of containers.
However, the impact on container availability and logistics costs will depend on actual production, manufacturing competitiveness, demand and industry adoption.
The scheme does not automatically mean that freight rates or shipping costs will fall.
What Happens Next?
An Inter-Ministerial Steering Committee chaired by the Secretary, Ministry of Ports, Shipping and Waterways, will oversee the approval of guidelines and sanctioning of assistance.
Manufacturers should monitor official announcements for detailed eligibility requirements, application procedures and implementation timelines.
The main developments to watch are the publication of operational guidelines, approval of manufacturing projects, commissioning of new facilities and actual growth in domestic container production.
For now, the ₹10,000 crore scheme has received Cabinet approval. Its manufacturing capacity and employment targets remain projected outcomes.
