YEIDA Seeks Consultant for Central Office Phase-II: What the New Tender Confirms

YEIDA has invited bids for architectural design consultancy for Phase-II of its Central Office and PMC services for both phases. The tender closes on September 1, 2026. Here is what is confirmed and what remains pending.

The Yamuna Expressway Industrial Development Authority has opened a fresh consultancy tender for architectural design work for Phase-II of its proposed Central Office, while also seeking project-management consultancy services for both Phase-I and Phase-II.

The Government of Uttar Pradesh’s eProcurement portal lists the tender as YEA/PLANNING/164/2026 dated August 4, 2026, with Tender ID 2026_YEIDA_1174944_1. It was published on August 5. Bids are scheduled to close on September 1, 2026 at 5 PM, with opening scheduled for September 3 at 5 PM. 

The development should be read as a consultancy-procurement milestone. It does not mean that a Phase-II consultant has already been appointed or that Phase-II construction has begun.

The tender title and dates are listed on the official Uttar Pradesh eProcurement system. 

What exactly is YEIDA seeking?

The official tender describes the assignment as:

Architectural Design Consultancy for YEIDA Central Office Phase-II and PMC Services for Phase-I and Phase-II.

That distinction matters.

The consultant procurement has two broad elements:

  • Architectural design consultancy for Phase-II
  • Project-management consultancy services covering Phase-I and Phase-II

The current tender should therefore not be described simply as a construction contract for Phase-II. 

What is happening with the main Central Office construction tender?

There is a separate official procurement for the construction of YEIDA’s Central Office.

The Uttar Pradesh eProcurement system identifies that tender as YEA/GM(PROJECT)/2026/495 dated April 24, 2026, Tender ID 2026_YEIDA_1145610_1.

As checked on August 11, its tender-status page showed technical bid opening as “opening in progress”. The financial evaluation and Award of Contract stages were not shown as completed on the public status page. 

That means PON should not state that the main construction contract has already been awarded unless a subsequent official Award of Contract or equivalent document appears.

Where is the Central Office planned?

The current Phase-II tender listing itself does not provide all the site details in the public summary reviewed by Pulse of Noida.

Earlier information attributed to government and YEIDA officials has placed the proposed Central Office on a 27,800-square-metre site at Plot F-4 in YEIDA Sector 18, close to the Yamuna Expressway. 

This location detail therefore relates to the wider Central Office project and should not be confused with a new site allotment arising from the August consultancy tender.

What is reported for Phase-II?

Some of the detailed Phase-II components have not yet been independently retrieved by PON from the underlying RFP document.

However, YEIDA officials quoted in current media reporting have said Phase-II is planned to include an Integrated Command and Control Centre, with monitoring and control facilities, server and equipment rooms and operator workstations. A police intervention centre for surveillance, communication and emergency coordination has also been described. 

These should be treated as YEIDA-official-attributed details, not as independently verified final design specifications at this stage.

The final architectural configuration could still change through the design and procurement process.

Why does a new YEIDA Central Office matter?

YEIDA manages a development area extending across the Yamuna Expressway region and is responsible for planning and development across notified areas that include parts of Gautam Buddh Nagar and other districts. 

A permanent administrative complex within the YEIDA development area could eventually affect how the Authority coordinates:

  • Planning and development
  • Land and property functions
  • Engineering projects
  • Infrastructure monitoring
  • Public-facing administrative services
  • Airport-region development
  • Industrial and institutional projects

But residents should not assume that YEIDA services have already shifted.

Until YEIDA announces an actual office migration and identifies which departments or public services will operate from the new complex, residents should continue to use the Authority’s officially published contact and office information.

What does “PMC services” mean at this stage?

The Phase-II tender also seeks project-management consultancy services for both phases.

In practical terms, a PMC appointment can support project coordination, supervision, monitoring and implementation management according to the consultant’s contractual scope.

But the publication of an RFP does not mean the consultant has been selected.

The sequence still involves:

Tender → bids → evaluation → selection/award → consultancy work

For the August tender, the public portal currently places the procurement at the bid-invitation stage, with September 1 as the closing date. 

What has not happened yet?

Several distinctions are important for readers tracking the project.

Not yet publicly confirmed.

Phase-II construction started?

Not confirmed.

Phase-II design finalised?

Not confirmed.

Main Central Office construction contract awarded?

The separate official construction tender status page reviewed by PON shows technical bid opening in progress rather than a completed Award of Contract stage. 

Final Phase-II completion date?

Not established by the new tender listing reviewed by PON.

These stages should not be merged into a single claim that the new office is already being built.

What happens next?

The immediate date to watch is September 1, 2026, when bid submission for the Phase-II design and PMC consultancy is scheduled to close.

After that, the significant milestones will be:

  • Technical evaluation
  • Financial evaluation
  • Selection of consultant
  • Award of contract
  • Development/finalisation of Phase-II design
  • Progress on the separate Central Office construction procurement

Pulse of Noida will treat any consultant selection or construction milestone as confirmed only when supported by the relevant official procurement or YEIDA record.

Resident takeaway

YEIDA has moved the next stage of its Central Office planning into formal procurement by inviting an architectural consultant for Phase-II, along with PMC services for both Phase-I and Phase-II.

What is confirmed today is the consultant tender, not completion of the design, appointment of the consultant or start of Phase-II construction.

For residents, the more meaningful milestone will come later, when YEIDA confirms when the new administrative complex will become functional, which departments will shift there and whether public-facing services will move from the Authority’s existing Greater Noida office.
