Starting a business in Noida does not necessarily mean building a venture-funded technology startup.
It could mean opening a design studio, repair service, small manufacturing unit, food business, digital agency, workshop, professional service, local brand or another micro-enterprise.
If you are trying to fund or formalise that business, three Government of India programmes are likely to appear in your search:
Udyam Registration, PMEGP and MUDRA.
They serve very different purposes.
The quickest way to understand them:
Udyam = MSME registration
PMEGP = Credit-linked subsidy for eligible micro-enterprises
MUDRA = Business loan, not subsidy
Getting Udyam registration does not automatically give you a loan. Applying under PMEGP does not guarantee subsidy or bank finance. And a MUDRA loan has to be repaid.
Here is what entrepreneurs in Noida and Greater Noida should know before applying.
Udyam vs PMEGP vs MUDRA at a glance

An entrepreneur may eventually use more than one of these systems, but approval or registration under one does not automatically establish eligibility under another.
1. Udyam Registration: formalise your MSME
The Ministry of Micro, Small and Medium Enterprises operates Udyam Registration as the Government of India’s official MSME registration system.
The government states that the registration process is:
- Online
- Paperless
- Based on self-declaration
- Free of cost
- Permanent, with no renewal required
Once registration is completed, an eligible enterprise receives a permanent Udyam Registration Number and an online certificate.
What counts as a micro, small or medium enterprise?
The MSME classification was revised from 1 April 2025.

Both investment and turnover criteria matter.
Someone starting a small service or manufacturing business in Noida may begin within the micro-enterprise category, but the actual classification depends on the enterprise’s investment and turnover.
Does Udyam registration give you a loan?
No.
Udyam gives an eligible enterprise an official MSME registration identity.
It is not:
- A bank-loan sanction
- A subsidy approval
- A government grant
- A guarantee of future finance
Other government schemes or lenders may use Udyam information while providing benefits or services, but registration itself does not result in money being credited to the business.
How much does Udyam registration cost?
₹0.
The official Udyam portal says registration is free.
It also warns users about private websites and intermediaries that may present themselves as official registration services.

If you choose to pay an accountant or consultant for independent professional advice, that is separate from the government registration fee, which is zero.
What information is used for registration?
The Udyam process uses Aadhaar authentication.
The relevant Aadhaar holder depends on the form of enterprise, such as the proprietor in a proprietorship or managing partner in a partnership.
PAN and GST-linked information is also integrated into the process where applicable.
Because requirements can depend on the legal structure and tax position of the enterprise, follow the current live Udyam form rather than an old checklist downloaded from another website.
2. PMEGP: credit-linked subsidy for an eligible new enterprise
The Prime Minister’s Employment Generation Programme, or PMEGP, operates under the Ministry of MSME framework.
Its purpose is to help create self-employment opportunities through eligible micro-enterprises.
But there is an important distinction:
PMEGP is not free government cash.
It is a credit-linked subsidy programme.
A typical eligible project can involve:
- Your own beneficiary contribution
- Bank finance
- Eligible margin-money subsidy under PMEGP
Approval depends on the scheme conditions and financing process.
Submitting an application is not the same as getting a loan or subsidy sanctioned.
How large can a new PMEGP project be?
For margin-money subsidy under the current framework, the maximum admissible project cost for a new unit is:

These are project-cost ceilings under the scheme.
They do not mean the government gives an applicant ₹50 lakh or ₹20 lakh.
PMEGP also has activity-specific eligibility conditions and restrictions. Not every business or trading activity automatically qualifies simply because its project cost falls within these limits.
How much does the entrepreneur contribute?
General category
Beneficiary contribution: 10%
Eligible subsidy rates are:
- Urban unit: 15%
- Rural unit: 25%
Special categories
The scheme identifies specified special categories including SC, ST, OBC, minorities, women, ex-servicemen, transgender applicants, differently abled applicants and other categories covered under the guidelines.
Beneficiary contribution: 5%
Eligible subsidy rates are:
- Urban unit: 25%
- Rural unit: 35%
For a Noida-region applicant, do not decide for yourself whether the proposed unit should be treated as urban or rural for subsidy purposes.
Use the classification reflected in the official application process.
Who can apply for a new PMEGP unit?
An individual applicant must be above 18 years of age.
The scheme also has an educational requirement for larger projects.
At least an eighth-standard pass is required where the project cost is above:
- ₹10 lakh for manufacturing
- ₹5 lakh for business or service
The first-assistance route is intended for eligible new projects.
Existing units that have already received government subsidy under specified schemes cannot simply apply as though they were new PMEGP projects.
A separate second-assistance framework exists for qualifying existing PMEGP, REGP and MUDRA units seeking expansion or upgradation.
Udyam and PMEGP
The current PMEGP portal also states that new PMEGP units are required to obtain Udyam registration before physical verification of the unit and adjustment of margin money.
That does not mean Udyam registration itself makes the business eligible for PMEGP.
The PMEGP conditions still have to be satisfied.
Is a PMEGP application a guaranteed loan?
No.
The bank still assesses the project.
Depending on the case, that may include consideration of:
- Project viability
- Applicant contribution
- Nature of the proposed activity
- Project cost
- Expected revenue
- Repayment capacity
- Required scheme documents
- Applicable lending assessment
A subsidy cannot rescue a business model that cannot realistically generate enough income to operate and service its obligations.
How to apply for PMEGP
Use the current Ministry of MSME PMEGP portal:
For a new enterprise, choose the New Application route shown on the live portal.
Applicants are asked for information including:
- Applicant details
- State and district
- Proposed unit location
- Activity
- Project cost
- Employment proposed
- Financing-bank information
Because the portal and checklist can change, use the live application rather than an old PMEGP link saved from a blog or social-media post.
⚠️ PMEGP payment warning
Be cautious if someone tells you:
“Pay me and I will guarantee your PMEGP subsidy.”
Government implementing agencies do not authorise private middlemen to guarantee project sanction or financial assistance.
A professional may legitimately charge you for preparing accounts, a project report or other advisory work.
That professional cannot guarantee that the government or bank will approve the application.
3. MUDRA: collateral-free business credit
The Pradhan Mantri MUDRA Yojana, or PMMY, is administered under the Ministry of Finance framework to improve access to institutional credit for micro-enterprises.
It can support eligible income-generating activities in manufacturing, trading and services, along with specified activities allied to agriculture.
Both term-loan and working-capital requirements can be financed under PMMY.
Loans are provided through participating lending institutions.
Current MUDRA categories

There is a crucial condition attached to Tarun Plus.
It is for entrepreneurs who have previously taken and successfully repaid a Tarun-category loan.
A first-time entrepreneur should therefore not assume that ₹20 lakh is automatically available as their first MUDRA loan.
Is MUDRA a subsidy?
No.
MUDRA is a credit programme.
The borrower has to repay the loan according to the sanction terms.
The fact that PMMY provides collateral-free credit does not turn the loan into a grant.
Is collateral required?
The Department of Financial Services describes PMMY credit as collateral-free.
That still does not guarantee approval.
The lender can assess the applicant, proposed business and credit request under its applicable policies.
Does every bank offer the same MUDRA interest rate?
No universal interest rate should be assumed.
The lending institution determines applicable loan terms under the relevant framework.
Before accepting a loan, check:
- Interest rate
- Loan tenure
- Repayment schedule
- Processing or other applicable charges
- Sanction conditions
Where can you apply for MUDRA?
PMMY loans are provided through eligible institutions including:
- Public-sector banks
- Private-sector banks
- Regional rural banks
- Small finance banks
- NBFCs
- Microfinance institutions
The Government of India’s JanSamarth platform also lists PMMY among the credit-linked schemes available through its digital ecosystem.
Use an official government platform or recognised financial institution rather than a website that merely uses “Mudra” or “government loan” in its name.
Which route could fit your business?
These examples are intended only to help you understand the structure. They are not eligibility decisions or loan recommendations.

A number fitting within a scheme ceiling does not mean the loan or subsidy will automatically be sanctioned.
A practical starting sequence for a Noida entrepreneur
Instead of applying everywhere at once, use this order.
Step 1: Validate the business
Before thinking about government finance, answer:
- Who is the customer?
- What are they paying for?
- What problem does the business solve?
- How much will it cost to start?
- How much working capital will you need?
- When can revenue realistically begin?
- What margin could the business generate?
Government assistance should support a viable business, not become the reason the business exists.
Step 2: Calculate the real funding requirement
Separate:
Setup cost
from
Working capital
A ₹10 lakh business does not necessarily require a ₹10 lakh loan if part of the project is being funded from your own capital.
Step 3: Check whether Udyam applies
If the business qualifies as an MSME, consider formalising it through the official Udyam system.
Step 4: Decide what you actually need
If you mainly need business credit, examine MUDRA and normal lender options.
If you are establishing an eligible new micro-enterprise and want to explore a credit-linked subsidy, examine PMEGP.
Step 5: Use only official channels
Never make a payment simply because someone claims they can obtain:
- A Udyam certificate
- A PMEGP subsidy
- A MUDRA sanction
- A guaranteed government business loan
Verify the scheme and payment route yourself first.
Five expensive mistakes to avoid
1. Paying someone for government Udyam registration
The official registration itself is free.
2. Treating PMEGP subsidy as guaranteed cash
It is conditional and linked with the financing process.
3. Thinking MUDRA is free money
It is a loan and has to be repaid.
4. Assuming every new entrepreneur can borrow ₹20 lakh under MUDRA
Tarun Plus has a previous-Tarun repayment condition.
5. Choosing a business because a subsidy exists
Customer demand, economics and execution still determine whether a business survives.
Quick checklist before applying
- Define your product or service
- Identify the customer
- Calculate realistic project cost
- Separate fixed investment from working capital
- Check MSME eligibility
- Use only the official Udyam portal
- Read current PMEGP eligibility rules
- Check whether your proposed activity is eligible
- Confirm beneficiary contribution
- Confirm urban or rural classification through the official process
- Compare MUDRA categories
- Prepare a realistic project plan
- Use a recognised lender or government portal
- Never pay for a guaranteed sanction
- Keep every application acknowledgement and receipt
Can a Noida founder also use Startup India?
Possibly.
But a small business/MSME and a DPIIT-recognised startup are not automatically the same thing.

For someone who wants to start a small business in Noida, Udyam, PMEGP and MUDRA solve different problems.
Udyam helps formalise an eligible MSME.
PMEGP can provide a credit-linked subsidy framework for an eligible micro-enterprise.
MUDRA can provide collateral-free institutional business credit within defined categories.
None of them replaces entrepreneurship itself.
You still need a customer, a viable product or service, sensible economics and the ability to manage borrowed money.
Build the business case first. Then use the government programme that actually fits it.
