The official Uttar Pradesh eProcurement portal lists the work as a “Request for Proposal for Management, Setup and Operations of Helpline Centre at Greater Noida Industrial Development Authority”.
What has officially been confirmed?
GNIDA has formally invited companies or agencies to bid for establishing and operating the helpline centre.
The official tender establishes that:
- GNIDA intends to appoint an external agency for the project;
- the work includes management, setup and operation of the centre;
- the tender was published on July 21;
- bids are scheduled to close on August 5;
- the bids are scheduled to be opened on August 7.
The tender itself does not mean that the centre has been established or that services have started. GNIDA must evaluate the bids, select an agency and complete the operational setup before the public can use the facility.
How is the proposed helpline expected to work?
A media report published on August 3, citing the RFP and GNIDA general manager for projects AK Singh, says the proposed centre is intended to operate as a single point of contact for citizen queries, complaints and suggestions.
According to the reported RFP provisions, residents may eventually be able to contact the centre through:

- SMS;
- WhatsApp;
- Email.
The proposed system is also expected to generate acknowledgements and unique tracking numbers, forward cases to the relevant GNIDA departments and provide status updates until complaints are addressed.
These operational details are based on the reported contents of the RFP. They should be treated as the proposed service design until GNIDA publishes the final operating procedure and launches the centre.
Which GNIDA services could be covered?
The report says the centre may also assist residents and allottees with information relating to nearly 55 GNIDA online services.

- Lease-deed execution;
- Land allotment;
- Possession-related services;
- Mutation;
- Property transfer;
- No-dues certificates;

GNIDA has previously publicised 8800203912 as a WhatsApp channel for civic complaints.
Residents can use the number for issues such as:
- Potholes and damaged roads;
- Garbage collection;
- Drainage and sewage problems;
- Water-supply complaints;
- Waterlogging;
- Non-functional streetlights.
GNIDA’s official citizen-services portal also allows people to raise several maintenance, sanitation and horticulture requests without logging in. The portal publishes indicative delivery periods for different categories.

The proposed 24×7 centre appears to be broader. If implemented as reported, it would combine multiple communication channels, service information, complaint routing and tracking.
GNIDA has not yet clarified whether the existing WhatsApp number will be integrated into the new centre, continue separately or be replaced.

No. The proposed GNIDA facility should not be confused with police, fire, ambulance or integrated emergency services.

Residents may use GNIDA’s publicised WhatsApp complaint number 8800203912 or the official citizen-services portal. Because complaint channels can change, check GNIDA’s latest official communication if the WhatsApp number does not respond.

- sector, block, village or society;
- exact location or nearby landmark;
- a concise description of the problem;
- clear photographs or video where relevant;
- the date when the issue was noticed.
