Owners of eligible BS-IV or older commercial trucks and buses registered in Gautam Buddh Nagar can use the Centre’s PARIVARTAN scheme to replace older vehicles with eligible cleaner alternatives.
The Union Cabinet approved the scheme on June 3, 2026, and it was launched on July 14, 2026. Gautam Buddh Nagar is one of the eight Uttar Pradesh districts officially included in the National Capital Region, bringing eligible vehicles registered in the district within the scheme’s geographical coverage.
Two limitations are important for local owners. No final scheme closing date has been confirmed in the official sources reviewed by Pulse of Noida, and no separate figure for Gautam Buddh Nagar registrations or beneficiaries has been officially published.
The Ministry of Road Transport and Highways said that more than 1,300 beneficiaries had registered on the PARIVARTAN portal across Delhi-NCR as of August 27, 2026. This is an NCR-wide number, not a Gautam Buddh Nagar figure.
What is the PARIVARTAN scheme?
PARIVARTAN, short for Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions, is a Central government programme for replacing older trucks and buses registered in Delhi-NCR.
The scheme targets commercial trucks and buses meeting BS-IV or earlier emission norms, including Pre-BS, BS-I, BS-II and BS-III vehicles.
For eligible beneficiaries in Uttar Pradesh, replacement options can include BS-VI-compliant vehicles or electric vehicles, subject to the scheme conditions.
The scheme is being implemented by the Ministry of Road Transport and Highways, with funding routed through the National Capital Region Planning Board under the Ministry of Housing and Urban Affairs.
Why Gautam Buddh Nagar is covered
The National Capital Region Planning Board lists Gautam Budh Nagar among the eight Uttar Pradesh districts included in the NCR.
Eligible trucks and buses registered in Noida, Greater Noida and elsewhere in Gautam Buddh Nagar can therefore fall within the scheme’s geographical scope.
Coverage of the district does not mean every commercial vehicle automatically qualifies. Eligibility depends on the vehicle category, emission norm and applicable scheme conditions.
Owners should check their individual vehicle through the <a href=”https://parivartan.parivahan.gov.in/” target=”_blank” rel=”noopener noreferrer”>official PARIVARTAN portal</a> before taking a scrappage, sale, replacement or financing decision.
What benefits are available under PARIVARTAN?
Eligible beneficiaries purchasing qualifying replacement vehicles can receive a package of incentives. The benefit available depends on the replacement vehicle and applicable scheme conditions.
These include:
- Interest support: 5% savings on eligible vehicle loans for five years.
- Road-tax waiver: 100% waiver for 10 years on eligible replacement vehicles.
- Registration-fee waiver: Full waiver for eligible replacement vehicles.
- Manufacturer discount: At least 8% off the ex-showroom price from participating vehicle manufacturers.
- Fuel vouchers: ₹1,200 to ₹4,800 per month for five years for eligible BS-VI diesel or CNG vehicles, depending on vehicle category.
- Electric-vehicle incentive: A one-time payment of ₹64,000 to ₹2.56 lakh for eligible electric vehicles, depending on category.
The fuel-voucher benefit and electric-vehicle incentive apply to different replacement choices. Owners should not assume that every listed incentive can be combined in every case.
The Ministry of Road Transport and Highways said on August 28 that 42 banks and non-banking financial companies had been onboarded for financing support and 15 automobile manufacturers had joined the programme.
These figures apply across Delhi-NCR, not specifically to Gautam Buddh Nagar.
What happens to the older vehicle?
PARIVARTAN provides more than one route for eligible older vehicles.
An eligible owner may scrap the old vehicle at a Registered Vehicle Scrapping Facility and claim applicable benefits.
The official scheme explainer also says eligible BS-IV vehicles may be sold outside the NCR in designated cities that are not covered by the National Clean Air Programme, subject to the scheme conditions.
The scheme additionally provides for trading of a Certificate of Deposit in specified circumstances.
Owners should check which option applies to their vehicle before scrapping, transferring or selling it.
How can Gautam Buddh Nagar vehicle owners check eligibility?
The government has created the PARIVARTAN portal as the digital interface for the scheme.
Vehicle owners can use the <a href=”https://parivartan.parivahan.gov.in/” target=”_blank” rel=”noopener noreferrer”>official PARIVARTAN portal</a> to:
- Check vehicle eligibility.
- Register an eligible vehicle.
- Apply for applicable incentives.
- Track application status.
- Access scheme-related information.
The government’s scheme documentation says the digital system is designed to work with vehicle-registration, scrappage, payment, lender and other participating systems.
Owners should use the official portal and verify the eligibility result before committing to a vehicle purchase, loan or disposal of the existing vehicle.
Is there a deadline to apply?
Pulse of Noida could not confirm a final application closing date from the official sources reviewed for this story.
Vehicle owners should therefore not rely on deadlines circulating through dealers, social media posts or unofficial websites.
Any future deadline or change in application status should be checked on the official PARIVARTAN portal or with the competent transport authority.
Is PARIVARTAN the same as the July 2027 CAQM vehicle rule?
No. The two measures address different issues.
PARIVARTAN is an incentive-based programme for replacing eligible existing older trucks and buses across Delhi-NCR.
Separately, the Commission for Air Quality Management has set a future requirement affecting new N1 goods-vehicle registrations in Gautam Buddh Nagar from July 2027.

Commercial-vehicle owners should not assume that eligibility or compliance under one measure automatically satisfies the other.
Before replacing your vehicle
Before making a purchase or disposal decision under PARIVARTAN:
- Check your existing vehicle’s eligibility on the official portal.
- Confirm whether scrappage, sale outside NCR or another permitted route applies to your vehicle.
- Check which incentives apply to the replacement vehicle you intend to purchase.
- Verify financing support with a participating lender before signing a loan agreement.
- Confirm the applicable manufacturer discount before completing the purchase.
- Use official government channels for registration and incentive applications.
- Do not rely on an unverified scheme deadline or third-party claim.
Gautam Buddh Nagar-specific beneficiary numbers and any separate district-level offline procedure have not been officially established in the sources reviewed by Pulse of Noida.
If the district administration or Transport Department issues additional local instructions, those should be read alongside the Central scheme requirements.
