Updated 15 August 2026: The Government of India has now notified the 40-question Household Schedule for Phase II Population Enumeration. The exact February 2027 enumeration dates and Phase II self-enumeration window for Uttar Pradesh, however, are still awaited.
For residents of Noida, Greater Noida and the rest of Gautam Buddh Nagar, Uttar Pradesh’s scheduled Phase I Census 2027 window has ended. The next major stage will be Population Enumeration in February 2027.
The Gautam Buddh Nagar District Administration’s official Census 2027 page confirms February 2027 as the period for Population Enumeration in Uttar Pradesh.
A significant part of the Phase II picture is now clearer. On August 14, the Office of the Registrar General & Census Commissioner, India notified the Population Enumeration Household Schedule containing 40 questions.
The exact February dates for Uttar Pradesh have not yet been notified.

What happened during Phase I in Uttar Pradesh?
Census 2027 is being conducted in two phases.
The first phase is the Houselisting and Housing Census, or HLO.
For Uttar Pradesh, the self-enumeration window ran from May 7 to May 21, 2026, followed by the scheduled house-to-house Houselisting operation from May 22 to June 20.
Phase I focused primarily on houses and household facilities rather than conducting the final population count.
According to the Gautam Buddh Nagar District Administration, information collected during this phase included the condition of houses, amenities available to households and assets possessed by households.
Residents using the self-enumeration option could submit information online and receive a unique Self-Enumeration ID, or SE ID, which was then to be shared with the enumerator during the field visit.
That Phase I self-enumeration period for Uttar Pradesh has ended.
What happens in February 2027?
The second phase is called Population Enumeration, or PE.
For Uttar Pradesh, including Gautam Buddh Nagar, Population Enumeration is scheduled during February 2027.
Unlike Phase I, which focused mainly on houses and household facilities, Phase II collects information about individual people.
The Government of India has now notified the questionnaire that census officers may use for this phase.
The official Population Enumeration questionnaire notification contains 40 questions covering demographic, social, educational, economic, migration and fertility-related information.
What remains pending for Noida and the rest of Uttar Pradesh is the exact February 2027 field-enumeration schedule and the Phase II self-enumeration window.
Residents should therefore not rely on unofficial messages claiming a particular February start date for Noida or Greater Noida.
What will the 40 Census questions cover?
The notified Population Enumeration schedule covers a wide range of information about individuals.
Among the areas included are:
- Name and relationship to the head of household;
- Sex;
- Date of birth and age;
- Marital status and age at marriage;
- Nationality;
- Religion;
- Scheduled Caste, Scheduled Tribe or caste;
- Parents’ particulars;
- Disability;
- Mother tongue and other languages known;
- Literacy and digital literacy;
- Educational attendance and level attained;
- Employment and economic activity;
- Occupation and nature of work;
- Place of birth and migration;
- Permanent residential address;
- Fertility-related information for specified categories of women.
The schedule also contains questions relating to the place of COVID-19 vaccination, number of bank accounts, mobile number, Aadhaar number, voter ID, passport details for Indian passport holders and availability of a driving licence.
Residents should not interpret the presence of these fields as an instruction from Pulse of Noida to carry or upload those documents. The questionnaire identifies information to be collected. Any specific instructions on documents or verification for Gautam Buddh Nagar should come from the Census authorities.
Will caste be counted in Census 2027?
Yes.
The Government of India had already confirmed that caste enumeration will form part of Population Enumeration in Census 2027.
The newly notified questionnaire now shows how caste appears within the Phase II Household Schedule.
Question 10 covers “Scheduled Caste (SC) / Scheduled Tribe (ST) / Caste”.
Caste enumeration is therefore no longer merely a broad policy announcement. It is now included in the notified Population Enumeration questionnaire.
Census 2027 will be digital
Census 2027 is India’s first Census to be conducted through digital means.
Enumerators will collect and submit information using a mobile application on smartphones.
The government has also provided for an online self-enumeration option in both phases.
The Gautam Buddh Nagar District Administration says the Census mobile application and Self-Enumeration portal will be available in 16 languages, including Hindi and English.
For residents, self-enumeration provides an option to enter Census information online before the enumerator’s field visit during the relevant window.
Is the Phase II self-enumeration portal open now?
No Phase II self-enumeration window has yet been announced for Uttar Pradesh.
The Gautam Buddh Nagar District Administration identifies se.census.gov.in as the official Census Self-Enumeration portal and confirms that an online self-enumeration facility will also be available during Phase II.
However, residents should distinguish between the existence of the portal and an active Phase II window.
The May self-enumeration dates displayed for Uttar Pradesh relate to Phase I, not Population Enumeration in February 2027.
Residents therefore do not need to attempt Phase II self-enumeration now. The relevant access dates should be announced closer to the February exercise.

What is the Census reference date?
For Uttar Pradesh and most of India, the official Census 2027 reference date is 00:00 hours on March 1, 2027.
This point in time is also referred to as the Census Moment.
The reference date provides the point against which the population count relates.
Separate arrangements apply to Ladakh and specified snow-bound areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand. Those arrangements do not apply to Gautam Buddh Nagar.
Is Census information confidential?
Yes.
Census 2027 is governed by the Census Act, 1948 and the Census Rules, 1990.
Government guidance states that personal information provided during the Census is protected under Section 15 of the Census Act.
According to the Government of India’s Census 2027 background material, individual Census information cannot be made public under the Right to Information Act, used as evidence in a court of law or shared with another institution.
Census information is ultimately released in aggregated statistical form. That is different from making an individual’s Census responses public.
Does Noida have a separate Census from Greater Noida?
For local residents, the relevant district administration is Gautam Buddh Nagar.
Noida, Greater Noida, Greater Noida West and the Jewar area fall within Gautam Buddh Nagar, even though different local authorities administer development and civic functions across these areas.

What should residents do now?
There is no need to complete Phase II self-enumeration at this stage.
The 40-question Population Enumeration schedule has now been notified, but two important operational details for Uttar Pradesh remain pending:
- the exact February 2027 Population Enumeration dates;
- the Phase II self-enumeration window.
Residents should also watch for:
- any Gautam Buddh Nagar-specific field instructions;
- local Census contact or control-room information;
- guidance on how residents should verify an enumerator;
- instructions, if any, relating to information or documents residents should keep available.
Until these are formally issued, residents should rely on official Census and District Administration information rather than forwarded schedules or unofficial portal links.

The bottom line
For residents of Noida and Greater Noida, the position has become clearer.
Uttar Pradesh’s scheduled Phase I window has ended, and Population Enumeration is due in February 2027. The Government has now notified the 40-question Phase II Household Schedule, including caste enumeration.
What residents still need to wait for are the exact February enumeration dates and the Phase II self-enumeration window for Uttar Pradesh.
